The resort staff failed to deliver the immediate medical care—a basic expectation for any establishment catering to families and children. Despite the best efforts of bystanders, Sandy passed away, never receiving the care that could have saved her.
Sandy's untimely death shed light on the urgent need for enhanced safety measures for children at tourist destinations. This tragedy has inspired the introduction of Sandy's Act, officially known as Senate Bill No. 2971.
Sandy's Act aims to prevent, mitigate, and respond to risks affecting children and other visitors at tourism-related establishments. The bill proposes that tourism establishments provide minors and other guests with adequate, age-appropriate medical, emergency, and health care services.
